This is a tricky one. Many of us have learned from experience how to (and not to) approach a situation in which someone's perfume or cologne is extremely strong and therefore annoying. 1. If the person is a stranger you will likely never see (or smell) again then you do not need to say anything. There is no reward for you to inform a random stranger their scent is too strong. You are not here to save the world and there is no gain for you to inform them. Move on and hope someone who sees them on a daily basis will work it out. 2. If the culprit is a co-worker, and you do not have a relaxed, cool rapport with them you might consider speaking with a team leader or boss. Sending an email is not recommended in case it gets misrouted to the individual on whom you are complaining. 3. If the over-use of scent is a one-time thing then you do not need to say anything.
